House Bill 19, signed into law by Governor Abigail Spanberger on April 10, 2026, has expanded the definitions that local courts use, bringing a whole new level of legal complexity to non-married couples.<\/span><\/p>\n

What is the “Intimate Partner” Expansion?<\/b><\/h2>\n

In the past, domestic assault laws in Virginia generally applied only to family members, spouses, or people who lived together (cohabitants). House Bill 19 changes that boundary entirely.<\/span><\/p>\n

Under the new 2026 rules, the legal definition of a “family or household member” now includes intimate partners. Essentially, this means anyone you have been in a romantic relationship with within the last 12 months, even if you never lived under the same roof, never shared bills, and never got married.
